| Abstract | This article examines the evolution and policy context of Thailand’s Green Public Procurement (GPP) under the National Green Procurement Master Plan (2008-2022), positioning GPP as a policy and fiscal instrument to advance sustainable production and consumption in alignment with the Sustainable Development Goals (SDGs) and Thailand’s Bio-Circular-Green (BCG) economy agenda. The study employs documentary research, policy analysis, and cross-country case comparisons to synthesize system-level lessons. The findings indicate that, although Thailand has implemented GPP continuously-beginning with 45 pilot agencies and 14 product categories, and setting a target for public agencies to procure green goods and services at no less than 60% of total procurement expenditure-implementation remains fragmented. Key constraints include limited workable incentives for practitioners, weak protection for procurement officers facing ex post audits, and an underdeveloped monitoring and evaluation architecture that lacks end-to-end data linkage. Accordingly, the article proposes a sequenced, four-pronged policy package: (1) refine procurement laws and regulations to emphasize life-cycle value (Life Cycle Costing: LCC) and minimum environmental criteria, starting with a Negative List that prohibits procurement of environmentally harmful products-an approach more feasible than immediate reward-based budgeting; (2) introduce a transition period to prevent high standards from becoming non-tariff barriers for SMEs by initially prioritizing award criteria (scoring), recognizing equivalent evidence, and establishing targeted funds/vouchers to subsidize certification costs, while treating budget top-ups or green KPI-linked allocations as a later-stage instrument once institutional readiness is secured; (3) establish an explicit Safe Harbor Rule through joint guidance between the Comptroller General’s Department and the State Audit Office, including standardized documentation requirements, to reduce audit-related risk and enable officers to apply GPP and LCC with confidence; and (4) upgrade the e-GP ecosystem by prioritizing data foundations-common data standards and APIs to connect ecolabel/certification information-supported by centralized databases with robust audit trails, before advancing to AI or blockchain solutions. Overall, GPP should be understood as an integrated governance and fiscal reform that must align rules, incentives, oversight institutions, and data infrastructure, rather than as a stand-alone environmental initiative. |
