Abstract

This article aims to (1) explain the roles and significance of local government debt as a fiscal

instrument for development, (2) analyze the legal and regulatory framework and oversight mechanisms

governing local borrowing, and (3) propose policy directions to strengthen local fiscal governance and

accountability to ensure long-term fiscal sustainability. The study adopts a qualitative document analysis

combined with a Systematic Literature Review (SLR). The review covers academic articles, research

studies, and policy reports from relevant government agencies published during 2010-2025 (B.E. 2553-2568).

Documents were selected based on their relevance to the study objectives, source quality, and informational

completeness. The selected materials were synthesized through content analysis and thematic synthesis.

Findings suggest that local government debt plays three key roles: (1) enhancing fiscal liquidity and flexibility,

(2) providing financing for public investment and infrastructure to improve public services, and (3) function

- ing as a mechanism for fiscal discipline through debt ceilings, public disclosure, and monitoring systems to

prevent future fiscal risks. The article recommends clarifying and strengthening local fiscal responsibility rules

and related legal frameworks, emphasizing debt ceilings, medium-term fiscal planning, citizen participation,

and standardized public reporting. These measures are expected to support development-oriented local

borrowing while maintaining fiscal discipline and sustainability in Thailand.
